Fremont passes controversial homeless ban that also prohibits ‘aiding’ or ‘abetting’ camps
After hours of debate and public comment, the Fremont City Council voted to approve a proposal that bans people from camping on public property with a clause prohibiting “aiding or abetting” homeless encampments.
